Formula E releases driver/penalty guideline; Berlin rookie line-up

Formula E, FIA, Rookie

The FIA has released driver and stewards guideline about racing and penalties in Formula E, as rookie list for Berlin test is complete.

The FIA have created new documentation alongside Formula E drivers and teams to support stewards’ decision-making by clarifying acceptable on-track conduct. Already introduced in the FIA Formula 1 World Championship, bespoke Driving Standards Guidelines will be rolled out in the ABB FIA Formula E World Championship from this weekend’s Berlin double-header.

Formulated in consultation with the category’s competitors, the guidelines are intended to assist stewards in reaching fair and consistent decisions in relation to on-track incidents and infringements. Their publication further cements the FIA’s commitment to transparency and ongoing improvement to officiating across all motorsport.

They have been designed to be considered alongside driver and team statements, video and technical evidence and the applicable sporting regulations when determining the administration of penalties, while serving as a reference point for competitors with respect to appropriate on-track conduct in a variety of racing situations.

The Driving Standards Guidelines, tailored for Formula E, provide clarity on a conduct in variety of situations, including moving under coasting, how to rejoin the track after cutting a chicane to avoid any energy gain, how to blend following ATTACK MODE activation or the priority that applies in pit lane after PIT BOOST stops.

FIA President Mohammed Ben Sulayem commented: “FIA Stewards and Officials play a crucial role in maintaining safety and fairness across all levels of motorsport. As the governing body, we are committed to equipping them with the tools, resources, and support they need to uphold the highest standards in the sport.

“The ABB FIA Formula E World Championship Driving Standards Guidelines have been specifically developed for this series, through close collaboration with drivers, officials, and industry experts. This tailor-made framework ensures that driving conduct aligns with the unique demands and spirit of the championship.”

Rookie driver list –

The Berlin Rookie Test returns again in 2025, as all 11 World Championship teams must nominate two ‘rookies’ for a day of running after the Berlin double-header on Monday 14 July. Formula E returns to Germany this week for a double-header in Berlin, but once the racing is complete there’s a very special test on Monday 14 July. The rookie test returns for another year, giving motorsport’s biggest talents the chance to sample the fastest-ever Formula E machinery.

The mandatory test sees all 11 teams field two ‘rookies’ – someone who hasn’t participated in an E-Prix before – to get behind the wheel of the GEN3 Evos for a six hour all-day test. It has become an annual event, with Formula E and its teams having a long history of providing talent, working their way up the motor racing ladder, equal opportunities in current racing machinery.

This has also expanded over time, with the championship breaking new ground last year by hosting an all-women’s test during Pre-Season Testing in Jarama, Spain. There was also a Rookie Free Practice held in Jeddah, Saudi Arabia, ahead of the races earlier this season. All 11 teams have now confirmed the talent that will be jumping into the cars during the Season 11 Berlin Rookie Test, with drivers that include the reigning F1 ACADEMY champion, recent FIA Formula 2 race winners, and a Formula 1 podium finisher.
